I have totally figured it out. When Michael was all "I *framed* you, and you're worrying about the taxpayers?!?" that was completely a cry for help from Michael's poor, lonely, dysfunctional soul, dying to rekindle the embers of their tragic passionate affair by any means necessary.
I've never shipped Michael/anyone, but I think I'm going to retroactively ship Michael/HR rep, make it into A Thing He Does.
I've never been a big Ryan fan, and I'm really not sure if that's BJ or the writing. I just... don't get this season. So Ryan's this big shark/shark wannabe, and he's being all crafty to get back at people who... don't care? Or his interference is making their lives better? We had this joke when I was in college about a school that thought they had a rivalry with us, but we didn't acknowledge it.
Something about his arc this season just isn't gelling for me, like the scenes either aren't broad enough or nuanced enough. Pam and Ryan's exchange about the microwave was awesome though. I'm not a fan of writers dumbing things down for mass consumption, but I really feel like there must be something about Ryan that's going over my head, cause I don't believe that they'd keep writing him if its as unfunny as I think it is.
Also? Jim and Pam are madly in love, and ridiculously well suited, no matter how many really questionable decisions they make. Engagement ring purchased right after they start dating, house purchased without talking to her about it. Maybe he'll decorate the nursery as a wedding present. I get it. Enough already.
